HB 773 (Fritchey) — SUPPORT AS AMENDED
Bill, as amended, principally addresses notification requirements to contractors working on prevailing wage projects.

HB 2254 (Hannig) — NEUTRAL
Permits the Capital Development Board (CDB) to contract with a single prime contractor for projects over $20 million with the prior approval of the Procurement Policy Board (PPB).

Allows for electronic bidding of school construction projects.

HB 4608 (Winters) — SUPPORT
Amends last year’s drug testing bill to reduce the number of required drugs for which an individual can be tested; makes the law a minimum standard for any drug testing program.

HB 4794 (Schmitz) — SUPPORT
For local government construction projects, limits retainage to five (5) percent; required retainage to be reduced to 2.5 percent at 50 percent completion.

Governor’s proposed $34 billion capital bill.

SB 1130 (Trotter) — SUPPORT
Technical correction to earlier capital appropriations bill that will restore CDB’s authority to manage some of its projects. Approximately 19 projects were stopped after July 1, 2008 that will proceed once the billed is signed into law.

SB 2004 (Haine) — OPPOSE
Allows Madison County to register electrical contractors for a $25 fee.

SB 2017 (Haine) — OPPOSE
Increases fee for National Pollutant Discharge Elimination System (NPDES) permit for construction site storm water from $500 to $750.

SB 2052 (Haine) — SUPPORT
Allows certain counties to establish Flood Control Districts that may issue revenue bonds and pursue other funding for purposes of levee construction.
Public Act

SB 2166 (Millner) — SUPPORT
The definition of "clean construction or demolition debris" provides that the term includes debris with contaminants that do not exceed certain levels; same as HB 985.

SB 2262 (Haine) — SUPPORT [ICIC Bill]
Establishes that workers compensation premiums will be based on hours worked rather than wages.

SB 2293 (Maloney) — OPPOSE
Amends both the school and community college codes to increase the threshold for competitive bidding of construction.

SB 2375 (Forby) — SUPPORT
Amends the Prevailing Wage Act. Includes "contributions paid by an employer for substance abuse testing programs" in the definition of "general prevailing rate of hourly wages."
